Founded in 2020 in Berlin by Carsten Lebtig, Felix Steffens, and Karim Zaghloul, originally under the name PeopleFlow. Today, WorkMotion is a global Employer of Record (EOR) provider built with a strong focus on the German-speaking market. The company primarily serves clients from Germany, Austria, Switzerland and EU-based clients. To date, they’ve raised approximately US$ 64m during three funding rounds.ย 

WorkMotion operates through a hybrid EOR model by combining its own legal entities across much of Europe with third-party partners in other regions throughout the world. This structure allows it to balance local compliance with broader coverage.

In 2021, WorkMotionโ€™s internal project WorkFlex, a tool designed to manage compliant work travel and business trips, spun out as an independent company and has been operating quickly successfully.

Proactive, compliant, transparent.

Our first conversations with WorkMotion left us with a quite positive impression. The team felt proactive and was quick to respond. What stood out to us was their strong focus on compliance. Unlike some other EOR providers we spoke with, they actually pointed out legal limitations and requirements when hiring certain sales roles that we hadnโ€™t been made aware of before. That gave us the genuine feeling they do care about long-term compliance than just rushing to sign a deal.

Their pricing model was also clearer than that of most other EORs. They showed us a three-tier pricing structure, which made things easy to compare, but they also seemed open to adjusting depending on competitor offers. The only thing we found a bit frustrating was that they were slightly defensive and not completely open about foreign currency markups. However, compared to others, they were still relatively transparent.

Furthermore, we also appreciated how they asked more detailed questions about C-level employment contracts and legal terms than any other provider we had spoken with. That made us feel they were taking compliance and contract quality seriously. They also talked us through the difference between going with an EOR versus registering as a foreign employer in Germany, a unique solution offered by WorkMotion, though the latter seemed quite expensive and manual compared to their EOR solution.

On the sales side, we liked the experience: they shared a professional slide deck with us after the call and even offered to set up a demo account in their HR platform, which helped us try and understand their product better.

Overall impression of WorkMotion

We came away feeling that WorkMotion is a compliance-driven, fairly transparent and flexible EOR provider.ย They werenโ€™t perfect, especially on the foreign exchange rate markup clarity, but compared to most of the other EORs we spoke with, they felt like one of the more serious and trustworthy options.

It’s fair to say that WorkMotion’s EOR service, called WorkGlobal, is the core service provided by the German global EOR. Other services include WorkDirect, a unique service in which WorkMotion registers the client in the country of hiring instead of becoming the EOR as well as services such as contractor hiring, immigration and benefits. We’ve looked at every solution in details and have analysed how WorkMotion differentiates themselves nowadays.

Global Employer of Record (EOR)

It’s fair to say that EOR is WorkMotion’s core service offering. The company is positioning itself as the leading Germany-based EOR with a very strong emphasis on compliance and a German-speaking support team, tailored not only towards dynamic startups but also towards more traditional German SME companies.

WorkDirect (foreign-employer registration)

With WorkDirect, WorkMotion offers a fairly unique solution in the market. The service covers an entity registration for companies that want to hire under their own legal entity rather than through an EOR. In this setup, WorkMotion registers the foreign company (for example, a U.S. LLC) as a local employer in the target country (yes, that’s technically possible!), such as Germany or France, enabling you to hire directly.

However, this solution comes with risks and limitations:

  • Permanent Establishment (PE) Risk: Registering a foreign entity locally significantly increases the likelihood of creating a taxable presence in that country and puts a foreign company directly on the map for local authorities.
  • Employee Preference: Candidates in Europe generally expect employment contracts issued by a locally incorporated company, not by an overseas entity. This can lead to trust or compliance concerns during onboarding raised by the employee.

From a cost perspective, WorkMotion’s pricing is also relatively high compared to, from our point of view, the overall value gained, especially given that all employment, tax, and compliance liabilities remain with the client rather than the EOR. WorkMotion charges the following:

  • approx. USD 1,150 (quoted at EUR 1,000) one-time registration fee per country
  • approx. USD 460 (quoted at EUR 399) per employee, per month

In practice, this means youโ€™re paying close to EOR-level pricing , but without the legal protection or liability coverage that a full EOR model provides.

Global Contractor Management

WorkMotion launched contractor payments in early 2025. They provide both a โ€œstandardโ€ contractor services as well as a contractor of record (also referred to as Agent of Record or AOR).

Immigration & Global Mobility

To deliver its immigration services, WorkMotion partners with Jobbatical to manage visa and work permit processing in selected countries.

This regional concentration allows them to offer a strong(er) compliance (vs. other global EORs) and stronger local expertise through WorkMotion’s owned legal entities.

Coming from a German-speaking background, WorkMotion has been focusing heavily on compliance. Germany, Austria, and Switzerland are markets that place a high premium on legal compliance and tend to be risk-averse when it comes to employment structures. This is proven in how WorkMotion operates: rather than taking shortcuts through โ€œconsulting-styleโ€ arrangements to speed up entity setup, they opt for the longer, fully licensed route (e.g. in Switzerland or Germany) to ensure every local entity meets employment and labor regulations.

Refundable Security Deposit

As you might be aware, charging deposits prior to an EOR engagement is a standard practice in the industry. It’s aimed at protecting the EOR’s employment-related liabilities when putting the selected individual on their local payroll.

However, WorkMotion has a very unique and specific approach to handling deposits. In fact, prior to deciding the exact deposit amount, any client is subject to a credit check (just like Pebl and G-P) in order to create a client rating based on this. Upon completion, the client is assigned to a certain risk category in which their deposit is decided.

Standard Security Deposit

A one-time deposit equal to the employeeโ€™s total employment will be charged if the company is not classified in the credit check as a Grade 1 to 5 company.

If you happen to land in the grade 8 to 9 bucket, you are also required to fund an additional month of deposit worth one salary.

Deposit for Accrued Severance

This is fairly unique in the industry and only a handful of EORs take a deposit to accrue severance. WorkMotion takes a monthly deposit of 6.5% of the employeeโ€™s monthly salary to accrue potential severance claims. Invoicing

 

WorkMotion operates a two invoice billing process every month:

  • Payroll funding invoice: Issued on the 1st of the month. This invoice covers the upcoming payroll cycle and includes all fixed compensation and statutory contributions.
  • Settlement invoice: Sent either at the end of the month or during the first week of the following month. This invoice reconciles any adjustments from the original payroll funding invoice, e.g. such as bonuses, expense payouts or late payroll changes.

It’s worth mentioning that this system can add a layer of complexity when hiring across multiple countries, since it means receiving and processing two separate invoices every month. In contrast, other EORs such as Deel nowadays offer one single invoice at the very end of the month.

In addition, WorkMotion applies two different payroll cut-off dates depending on whether it operates through its own legal entity or through a third-party in-country partner:

  • Owned entities: Payroll changes due by the 15th of the month
  • Third-party partner countries: Payroll changes due by the 10th of the month

Overall, it’s fair to say that WorkMotion’s setup can make EOR invoicing slightly more demanding for companies hiring across multiple countries, as deadlines vary depending on their setup in the relevant country.
