Melissa Cogger
Specialisation: South African Employment Law & Data Protection (POPIA) Melissa Cogger is a Partner in the Employment and Benefits Practice at Bowmans, one of Africa's leading law firms. Based in the firm's Cape Town office, she specialises in South African employment law and data protection (POPIA), with particular depth in employment equity, cross-border employment arrangements, and the legal frameworks governing foreign employers hiring in South Africa. Melissa holds both an LLB and an LLM in Labour Law both with distinction from the University of the Witwatersrand. She was promoted to Partner at Bowmans in March 2024 and was recognised as a 2023 "Tomorrow's Leader" by the International Employment Lawyers (IEL) organisation for South Africa. Her practice covers the full spectrum of employment law matters: employment equity compliance and the amended Employment Equity Act, restraints of trade, retrenchments and business transfers, collective bargaining, workplace investigations, harassment claims, occupational health and safety, and employee data protection under POPIA. She regularly appears before the CCMA, Labour Court, and High Court. Melissa is one of South Africa's most published employment lawyers on the topic of employment equity reform. She has authored over 25 articles on the subject including a widely cited 6-part series unpacking the 2025 Employment Equity Regulations and is regularly quoted as an expert source in major South African publications including BusinessTech, Daily Maverick, and Engineering News. She serves on the executive committee of the South African Society for Labour Law (SASLAW), Western Cape Chapter, and provides pro bono employment law advice through the SASLAW law clinic. At Employsome, Melissa contributes expert legal analysis on South African employment law, Employer of Record arrangements, and cross-border hiring compliance to help international companies make informed decisions about building teams in South Africa.
