Justworks Expert Review [2026]: PEO, EOR & Alternatives
Justworks is a global HCM platform headquartered in the U.S. The company is providing EOR services globally through a wholly-owned infrastructure of legal entities.
Check out our Justworks provider scorecard and in-depth review. We break down their services by category, share full pricing details (including information not available on their website) and show how they measure up against other Professional Employment Organization (PEO) and Employer of Record (EOR) providers.
Overview: Justworks at a Glance
Justworks is a U.S.-headquartered PEO and EOR provider, focused on affordable HR and payroll outsourcing support for SMBs. They are unique within the EOR industry in being an international EOR that started out exclusively within the U.S. PEO and payroll market (opening in 2012), and is slowly growing its EOR services over time.
More commonly (for example, with large players like Rippling and Deel), HR providers have started out with global EOR services and only then grown a local U.S. PEO offering. The upshot is that Justworks are deep specialists in US expansion and hiring compared to other dual EOR/PEO providers.

Justworks operates its EOR business through an โowned infrastructureโ model (also called Direct EOR) and therefore only hires and pays employees through its own legal entities. This distinguishes them from the majority of other EORs that use in-country partners (ICPs),ย local third parties that the EOR outsources to without public acknowledgement.
Operating through its own infrastructure means that Justworks EOR offering is slightly more expensive than the providers that outsource, but it ensures full compliance assurance and one point of contact for all employee hiring and payment matters.
With a Global EOR Rating of 4.5 out of 5, we consider Justworks a strong choice for SMBs in need of a trusted hiring and expansion partner.
Key Services Offered by Justworks
Global Employer of Record (EOR)
Justworks is a global Employer of Record (EOR) hiring and paying employees all over the world on behalf of client companies. This saves client companies on the cost and time of setting up their own local entities or subsidiaries overseas for hiring purposes. It also ensures full legal compliance, avoiding the risk of employee misclassification which can result from hiring international contractors/freelancers instead of employees. Where companies are found to have engaged in misclassification they may owe back-taxes and accrued employee benefits, as well as being subject to fines and interest.
Justworks are gradually growing their network over time, and currently offer EOR services in 17 countries: Australia, Brazil, Canada, Chile, Colombia, Costa Rica, Denmark, Greece, India, Ireland, Israel, Italy, Malaysia, Mexico, Netherlands, Peru, Philippines.
Justworks drafts compliant employment contracts in each location, onboards employees, and ensures that all employees are paid and receive benefits in line with local laws.
In each location, Justworks can also support client companies with employee visa sponsorship, whether by directly sponsoring employees (only allowed in some countries), or guiding client companies through the work visa process.
International Contractor Management
Where your company decides to hire an overseas professional as a contractor, rather than an employee, Justworks offers an international contractor payment solution. This is more expansive than its EOR service, enabling contractor payment in 50+ locations.
Through the Justworks platform, contractors submit invoices in their local currency (or another currency where explicitly permitted), and Justworks handles the payment. In the United States, Justworks will take care of 1099 employee paperwork as well.
Note, international contractor payment will only be a reasonable solution where there is no risk of employee misclassification, as explained above.
Professional Employer Organization (PEO)
Justworks has offered PEO services in the US since its inception in 2012. As a PEO, Justworks becomes the co-employer for employees across the US, taking care of payroll, withholding tax and employee benefits on behalf of client companies. Their value proposition is enabling small businesses in the US to access better employee benefits packages, at a better price, than the larger players (such as ADP, Trinet and Paychex).
Justworks is both a certified PEO (CPEO) and accredited PEO. This means it has been approved by the IRS as a โthird party payerโ responsible for employee payroll in the US, as well as meeting the stringent compliance standards of the US PEO accrediting body (ESAC).
The pricing for its basic PEO package, at $79 per employee per month, is the lowest on the US PEO market, covering payroll, 401(k), worker’s compensation and statutory benefits administration. The plus package at $109 per employee per month also covers Health Insurance Administration, HSA/FSA Accounts, Mental Health Benefits, Fertility Benefits and Family Benefits.
Companies in need of additional flexibility can pay for additional health insurance and employee time-tracking as PEO add-ons.
Global Payroll
Justworks also offers a low-price payroll-only option for US employers looking to outsource the process of employee wages and salaries. As part of this Justworks supports multi-state payroll, multiple pay rates, custom pay periods, contractor/vendor/off-cycle payments, the processing of tips, and digital pay stubs.
Payroll outsourcing starts at a flat rate of $50 per month, and then $8 for each additional employee. The difference from the PEO solution is that Justworks does not become a co-employer: The client company remains the sole legal employer of all employees and it is their name and Employer Identification Number that goes on W2s and tax filings. In short, through payroll-only the client company retains full employer liability.
This is a good option for businesses that want to start with a low-cost, low-risk outsourcing solution with the opportunity to scale by adding on PEO, EOR or contractor payment solutions as the company grows.
Note, Justworks does not currently provide a global payroll outsourcingย solution, meaning that if you seek to hire overseas you will need to use their full EOR service.
Add-On Services
In addition to its core services, Justworks provides a range of add-ons services, this includes:
โข Additional premium employee benefits, as add-ons to either the payroll outsourcing or PEO services
โข Visa sponsorship in jurisdictions where the EOR is allowed to sponsor employee visas, and a concierge-service in other locations
โข Learning and Development platform access, on a bespoke basis.
Justworks Country Coverage: Owned Entities vs Partner Network
As mentioned in the previous sections, Justworks are actively growing their entity network as we speak and currently offer EOR services in 17 countries. It’s worth mentioning again that Justworks operates only through wholly-owned legal entities. We’ve summarised below the countries that we’ve been able to verify using public resources.

How Justworks Is Scoring: Our Data-Driven Analysis
Justworks delivers a solid overall EOR experience for companies primarily focused on the United States. Its strengths lie in standardized contracts, predictable service delivery, and a mature HR and payroll foundation. However, its EOR offering remains secondary to its core PEO product, and global coverage is limited compared to international-first EOR platforms.
4.1 /5.0
โ Strong US employment coverage
โ Select EOR availability outside the US via partners
โ Not a global-first EOR provider
โ Limited country depth and inconsistent international execution
Justworks is best viewed as a US-centric provider with limited international reach rather than a true global EOR.
3.5 /5.0
โ Clear plan-based pricing in the US
โ Predictable monthly fees for core services
โ International EOR pricing less transparent
โ Some add-ons and country-specific costs disclosed only during sales
Pricing clarity is strong domestically but weaker for international EOR use cases.
4.0 /5.0
โ Standardized, easy-to-understand service agreements
โ No rigid long-term lock-ins for most plans
โ Predictable payroll and billing cycles
โ Limited flexibility for complex or non-standard employment structures
EOR contract terms are simple and accessible, but not designed for complex global scenarios.
4.0 /5.0
โ Responsive US-based support teams
โ Strong onboarding experience for standard hires
โ Reliable payroll and HR issue resolution
โ Less specialized support for international employment
โ Service depth varies outside core US offering
Support quality is a clear strength, especially for domestic customers.
4.5 /5.0
โ One of the strongest HRIS platforms in the US market
โ Clean UI and excellent employee self-service
โ Strong payroll, benefits, and compliance tooling
โ EOR workflows less mature than PEO functionality
โ Integrations not as deep as global fintech-led EORs
The platform excels as an HRIS and PEO system, with EOR functionality still catching up.
4.5 /5.0
Pros & Cons of Justworks
Reflecting a compliance-first approach, Justworks only operates through its own subsidiaries and doesnโt outsource to third parties. This is beneficial for client companies as: (a), Legal and compliance liability is clearly attributed to Justworks and not shared with multiple overseas third-parties; (b) If any issues arise, such as payroll mistakes, there is only one party you need to deal with to get it sorted as quickly as possible.

Most international EORs are based and headquartered in Europe, the Middle East or Asia,ย closer to the markets that they hire in. Justworks, by contrast, are focused on supporting US companies for international expansion and hiring: They have a long track record of supporting small businesses in the US through payroll and PEO solutions, and for their global EOR solution, they only sell to US companies.
There may be no other provider that better understands the hiring and payroll needs of an ambitious US startup or SME.
Justworks doesnโt just do one thing. They are set up in such a way that client companies can easily transition from one HR solution to another, and easily attach add-on services.
For example, a San Francisco-based tech startup could begin by using Justworks to handle local payroll outsourcing, transition to PEO as it wants to offer more competitive benefits packages, then add EOR as it seeks to hire additional talent in Asia. All with the one provider and point-of-contact throughout.
Very few international EORs also offer US PEO services with full certification and accreditation, as Justworks does.
Justworks pricing is all clearly listed on its website, and is clearly structured for client understanding: From $50 for payroll to $79 for PEO and $599 for EOR services, there is no need for multiple sales calls with the provider to work out exactly what you are paying.
Note, Justworks does not declare all its prices on its website. For example, it does not list its FX markup for international payments. Click here for a full breakdown of their pricing.
Due to its multiple service offerings, with Justworks, companies only need access to the one user-friendly platform to handle all their payroll, PEO and EOR employees. This saves companies having to deal with a separate interface and set of data for their local and international employees.
Justworks compliance-first growth model โย only hiring in countries where it actually owns legal entities can employ workers directly โย also means that, currently, their coverage is more limited than other providers. They donโt cover the full 150+ locations that some other providers like Deel or Velocity Global.
This means you may need to use another provider when expanding into multiple overseas locations.
According to its website, Justworks currently offers 23 integrations including accounting packages like Quickbooks and Xero, and HR packages like Greenhouse and Expensify. This is far less comprehensive than that offered by some larger EOR/PEOs like Rippling or Deel.
